The Government of India and the court have specifically forbidden the killing of street dogs. The courts have stated that dogs are a part of the city and simply being stray does not warrant a dog being killed. The court observed that “It needs no great learning to appreciate that dog or animals are not encroachers on earth and there is no question of eliminating them ….it is the duty of every citizen to have compassion to animals including dogs….”

ABC -Animal Birth Control

ABC is a program developed by WHO; is a scientific and humane way to control dog population on the streets. It is a practical solution to reduce man-dog conflict and rabies. Wherever was implemented whole-heartedly, resulted in reduced dog-bites and zero-rabies zone. It involves picking dogs from a community or region, sterilizing them and releasing them back to their territories.

Adult Dogs- 300-350

Above given figures are approximate. Adult dogs with diseases & injuries; mother-dogs; puppies shall be considered for ABC in next phase.

AS YOU MAY BE AWARE

  • Dogs are territorial animal, and that they decide their territory limits on the basis of food availability for their group.
  • By implementing ABC program, and sterilizing dogs, we can reduce the dog population on streets, dog-man conflict, dog bites and rabies.
  • In Bhubaneswar, municipality designates officers, doctors, dog catchers, vans, cage, etc for ABC program. They act upon complaints received from any particular locality.
  • For ABC Program, dogs are picked and ferried to veterinary hospital. Doctors perform operation, and the dog then is allotted a kernel. Dog is given food kept under observation for next four days. On the fifth day dog is released to his locality. The entire process is officially recorded for each dog.

AS YOU MAY NOT BE AWARE

  • Picking Of Dogs: Adult dogs generally try to escape and hide from dog-catchers and van, therefore, without local people help many a times dog-catchers end up picking dogs who may not be eligible for ABC according to guidelines, viz. less than 6 months, diseased, etc. Moreover, dog van may not available all the time.
  • Pre-Sterilization: Even adult dogs require good feeding, de-worming and vaccination in many cases.
  • Cleanliness at veterinary kernels is an issue which may cause endemic diseases even to healthy dogs.
  • Dogs are not given proper food at kernels on their 4-day stay. Post surgery many dogs even do not eat as they are scared in the kernel.
  • No care and attention for dogs developing infection at the kernel.
  • Advanced medicines can be administered which can heal up surgery stitches faster.
  • It is usual practice to release dogs at different localities than they were picked from. This results in dog-fights, and is life threatening for sterilized dog.
  • Post sterilization surgery, street dogs are vulnerable to further diseases. Appropriate care is necessary for the dog, till it gets healthy.

OUR ROLE

  • Identifying Dogs: Adult dogs that can undergo sterilization are named and numbered as to its locality, viz. street name, plot number, etc.
  • Coordinating with authorities: Formal communication with municipality officers about the activity and their nod.
  • Pre-Sterilization: Identified dogs will be given food and de-worming 2-3 days prior to pick-up for sterilization.
  • Pick & Ferry: Dogs picked up are photographed and other official formalities are cleared. If dog catchers & van not available for that day, we will self transport dogs to vet in our own vehicle.
  • We will oversee sterilization process and cleanliness of the allotted kernel. We will also observe and feed the dog during the stay.
  • We will carefully handle releasing of the dogs to their locality.
  • We will also observe the health and feed the dog for next 7 days.
